Deployment and disposal of sediment in areas suitable for their removal and where
interference with the maintenance operations for the dam is reduced.
The choice of the best desiltation strategy is generally made, having in mind the sediment load, granulometry, besides to the physical and hydraulic characteristics of the reservoir.
Dredging or mechanical excavation removes sediment deposits from reservoirs by
hydraulic dredging or dry excavation, even if these methods are expensive because of the large volumes of involved material and the difficulty to find a suitable disposal area. However, ones a large sediment volume is deposited in a reservoir, often excavation is the only available management option.
Hydraulic flushing involves the lowering of the water level and the subsequent removal of sediment through the opening of the bottom outlet to establish a flow along the impounded reach, forming a cone of erosion whose effect is short in time. Such a procedure is very economical since it does not require any particular approach and exploites hydraulic head.
Neverthless it presents some limitations. It brings to draw down or to empty the reservoir.
Besides, flushing causes the sediment to be released from the reservoir at a much higher sediment concentration than in a natural condition.
Siphon dredges are different from a classical dredge because the pump is not present; in this case the sediment moves in a pipeline by means of an hydraulic head between the water surface and the discharge point, that is generally located at the lowest available point downstream the dam. The choice of the removal and treatment typology of the sediment in a reservoir is complex and depends on the interaction multiple of factors. In practice, there are many variables to be taken into account and the correct choice is strictly related to the volume to be removed and to the reservoir characteristics.
In order to better explain the limits of applicability, a short list of examples of desiltation
operations are reported in the following.
3.1 Warsak Dam (Pakistan)
The high sediment concentration passing through the powerhouse produced a severe
damage to the turbines, which suggested the introduction of a semi-circular skimmer wall in front of the reservoir (King and Stevens, 2001). The purpose of the skimming wall was to divert a large percentage of the material from the power facilities. The material was then removed by flushing. The investigation highlighted that flushing operations are sufficiently efficient when they are carried out for 30 days in a year with a reduction of the load close to 30%, otherwise it is possible during the flushing operation to simply shut down the powerhouse and open the bottom outlets for 20 days during the flood peak to obtain a reduction of 58%. The skimming wall is suitable to reduce bed load but there is not positive effect for the suspension loads,
even if an “indirect” benefit could be obtained by shutting down the powerhouse during the high-suspended sediment concentration.
3.2 Tarbela (Pakistan) and Ambuklao (The Philippines) Dams
Evaluating some projects (Tarbela, in Pakistan, and Ambuklao, in the Philippines), Alam (2002) suggest a step-by-step solution to the sedimentation problem of the reservoir through the separation and extraction of sediment. The partial removal of the coarse material in the upstream dam, by employing flow diversion dams; the removal of abrasive sediment in stages, using the settling basin and small reservoirs before it reaches the turbines and, finally, the removal of the finer material through flushing, sluicing and the use of multiple dams and reservoirs.
3.3 Mauvoisin Arch Dam (Switzerland)
Durand (2001) reports some considerations about possible strategies for the solid removal in the Mauvoisin dam in Switzerland. This dam, built in 1951 on a Rhone affluent, La Dranse de Bagnes, with a height of 250 m and a volume of about 203 Mm3 is the highest arch dam of the Western Europe. The upstream rivers transport approximately 300,000 m3 of alluvial material per year. In 30 years of operation about 10 Mm3 of sediments have been trapped in the lake.
The management corporation (Les Forces Motrices di Mauvoisin S.A.) proposed various solutions to the problem: the surge of sediment close the bottom outlet, the creation of a predam to dredge and the raising of the bottom outlet and sluice by about 20 m. The effectiveness and the feasibility of the above mentioned strategies were partially compromised by topographical and structural factors such as an hard entry to the dam and the presence of a tunnel of small dimensions; the curving of the dam, the depth of the sediment level (approximately 175 m), the presence of ice and an avalanche risk. The adopted solution was to raise the level of the bottom outlet and sluice.
3.4 Verbois Dam (Switzerland)
The Verbois dam, which intercepts the Rhode and the Arve rivers (Switzerland), since 1965, has lost about 17% of the water capacity (Hofmann and et al., 2001). The average annual sediment volume is estimated in about 415,000 m3, removal operations are necessary in order to guarantee the perfect functionality of the powerhouse facilities and also of keeping free the channel, used by the barges to transport the Geneva solid waste to the incinerator at Cheneviers. Up to now the periodic emptying of the Verbois reservoir has been the only technique adopted in order to avoid the sedimentation process of the reservoir. This operation is normally carried out every three years, in June, when generally the flood events occur in the
Rhode. Every flushing operation evacuates approximately 370,000 m3 of sediment.
3.5 Génissiat Dam (France)
The desiltation of the Génissiat dam (France), 100 m high and with a storage volume of about 60 Mm3, is carried out every three years by means of emptying procedure conducted with a discharge of 450 m3•s-1 in a season in which the Rhode has an average flow rate of 360 m3•s-1 (Bouchard, 2001). The simultaneous emptying of the upstream Swiss reservoirs make harder the operations. The flushing is carried out in two phases: an initial lowering of the water level to evacuate sediment from Génissiat reservoir, followed by a partial filling up in order to facilitate the passage of sediment, coming from the Swiss reservoirs. The whole operation is subordinate to some limitations, which do not allow the Génissiat dam to exceed a suspended solid concentration of 10 g•l-1, even if the releases of the Swiss dams produce a higher upstream concentration.
3.6 Algerian Dams
The first dams built in Algeria before 1900 were completely filled up by sediment and
actually they can not be used; the total water capacity of over 70 reservoirs is about 4,340 Mm3 of which 20% is already lost due to the sediment load. It can be predicted, using the actual trend, that at the end of 2010 more than ¼ of the total water capacity will be lost (Benblidia, 2001). The more impressive cases are respectively the Fergoug dam which was partially destroyed in 1927 by the thrust due to flood water and mud, the d’Oued Fodda dam where the bottom outlet is under 40 m of mud and the d’Ighil Emda dam where, during the extraction of 17,5 Mm3 of material by way of the density current method, between 1965 and 1982, 350 Mm3of water were lost, about 20 m3 of water for every m3 of extracted sediment. Actually, in Algeria, the usual technique is the mechanical dredges, which can be dissembled and transported from one site to another. Between 1962 and 1980 approximately 19 Mm3 were extracted from 4 reservoirs, using a dredge with a capacity of 340,000 m3•(month)-1, but such a method needed 5 m3-6 m3 of water for every m3 of extracted mud. At the end of the 80s a new model of dredge was introduced. It was characterized by a extraction ratio equal to 1, which allowed this dredge to extract about 4 Mm3 of mud from Fergoug dam in 6 months; the mud delivered into the river, was directed to the sea. The gained benefits were compared with those of the desiltation operations, the
dam raising and even the construction of a new dam. Bearing in mind the cost per m3 of recovered water, it turned out that the cost of the dredging operation, while being the same as that of the construction of a new dam, is by far inferior to a dam raising.
3.7 Jarnsjon Lake (Sweden)
A survey on the Jarnsjon Lake (Sweden) put in evidence a significant presence of
contaminated sediment. The adopted solution in order to reduce the spreading of the contaminated sediment is a special dredging. In detail, a dry excavation within a protective geotextile screen, able to contain most of the contaminated sediments. The treatment of the dredged material includes a further mechanical dewatering and the final disposal in a landfill, where the highly contaminated sediment are separated from the slightly toxic by way of a geotextile screen. Before reaching such a choice, a possible solution was to deviate the river and to deposit the dredged material in a completely isolated area; however, the river is characterized by very high discharge and this requires the realization of the diversion channel before the maximum
discharge occurs; moreover the lake dredging would have created further difficulties because it is in an area with glacial-fluvial deposits, characterized by an large mobility of the groundwater.
3.8 Cachì Reservoir (Costa Rica)
The 54 Mm3 Cachì hydropower reservoir has been constructed on the Raventzon river
(Rica Coast) in 1966. In 1973 it was completely emptied using the flushing operation and in the following 18 years it was subjected to 14 flushing operation. In this way, the sediment volume was reduced from 82% to 27 % (Morris and Fan, 1997).
The flushing operations were accurately overseen and documented to assess their
effectiveness. The operations were organized in three different phases: a slow lowering of the water level followed by a rapid lowering lasting 5-10 hours, and finally a free discharge phase lasting two-three days. Obviously the released sediment volume was strictly related to the flow rate, the incoming solid transport and the period when the flushing was carried out. In particular it was found that the higher values of solid transport take place between the end of the phase of rapid lowering and that of free discharge with a peak concentration of 400 mg•l-1.
3.9 Piaganini Dam (Italy)
Bartoletti et al. (1990) described the operation planned to remove a sediment volume of 500,000 m3 taken from Piaganini dam on the Vomano river (Central of Italy), so to restore the original water capacity. The removal of sediment by means of a dry excavation and the direct disposal of watersolid mixture in the Vomano river had some difficulties related to the need of ensuring that the natural flow rate had turbidity characteristics compatible with the Italian law requirements, even if such a strategy was favorable to development of beaches close to the delta river. The strategy adopted, instead, was the hydraulic dredging of sediment after an opportune dewatering process and its following transport to a disposal. The use of watertight trucks was
imposed in order to avoid any water or mud loss.
The dewatering process involved the use of:
- A revolving screen, adopted to separate particles of dimensions over 20 mm -25 mm; these were then transported to the dump by trucks;
- A centrifugal mud cleaner in order to separate the sand having a granulometry over
74μm;
- Winnow dewatering, by which water was separated through vibration from sand. The sand characterized by a humidity level lower than 30%, was carried to a bin by means of a conveyer belt and, then dumped in a landfill area by trucks;
- A flocculation tank, where the incoming sediment flow from the centrifugal cleaner,
was added to a chemical substances in order to improve the separation of solid particles.
- Two clarifiers, in parallel, to separate mud; the clear water was sended back to the lake and the mud was carried to the landfill area.
3.10 Pozzillo Reservoir (Italy)
Tamburino et al. (1993) report a study regarding the removal operations on Pozzillo
reservoir, situated on the Salso river (Sicily, Italy). The usual management involved
remarkable ranges of the water level (up to 30 m) over a very short time that induced small bank mudslides with consequent sediment depositions close to the gates.
At that time the water capacity was about 123.7 Mm3 in comparison with 140.5 Mm3
effectively available at the start of the dam operation. The solid lead to the reservoir was estimated at approximately 29 Mm3 between 1959 and 1984, corresponding to 2,000 m3•yr-1 per km2 of catchment.
The operations carried out in order to reduce the solid contribution have concerned the river network upstream of the dam, by means of maintenance works of the upstream catchment (520 check dams and 50 bottom steps).
Settlement operations were also carried out in order to control the siltation process. The first was aimed at removing the deposits close to the bottom outlets in order to allow the passage of a natural incoming flow through the gates.
The disadvantages of such operation are related to the low natural flows, the risk of the disfunctioning of the gates in the case of flood and the elevation of the riverbed downstream of the dam. The second operation had the objective to limit the solid load close to the bottom outlets, in order to address the sedimentation and accumulation in the center of the lake. Such a procedure was carried out by means of a small volume near the gates; however such an expedient has only a short validity.
3.11 Rendina Dam (Italy)
The Abate Alonia dam on the Olivento river (Southern Italy); was realized in the fifties and has a upstream catchment of 400 km2 and a lake with a water capacity of approximately 23 Mm3. The sedimentation dynamics, in the seventies, made desiltation necessary, through dredging during which, a sediment volume of about 2 Mm3-2.5 Mm3 was removed from the lake. Currently another desiltation using the same method has been planned to recover a volume of approximately 1.5 Mm3but has not yet been carried out. Such an operation nevertheless will be accompanied by subsequent sediment treatment of the same type such as the Piaganini dam.
3.12 Pontecosi Catchment (Italy)
Lucignani (2002) reports the processes, which were carried out during the desiltation of the Pontecosi catchment (Northern Italy). The adopted procedure was that of flushing through the gates after which the sediment was released at different intervals in order to prevent and to minimize the harmful effects on the aquatic and fluvial environment. Actually, the adopted flushing procedure was realized, by way of a water release, some months before the complete emptying, through the bottom gates for short intervals of time, but in concomitance with the flood period. Therefore such an operation takes the shape of an extension in time of a natural event, to be determined according to the characteristics of each event. It is anticipated therefore, by a kind of “preparation”, in order to reach the planned date for the true emptying with the catchment relatively clear of sediment and with a modest ecological impact. The preliminary phase of emptying of the reservoir is the chemical and eco-toxicological analysis of the sediment law so as to exclude the presence of toxic
substances, which could compromise the river ecosystem.
The operations involved a flow rate variable between 70 m3•s-1and 100 m3•s-1 with a
removal sediment volume equal to 29,000 m3.
4 FINAL REMARKS
Even though at first glance, the more efficient methods appear to be the “free flow
flushing ” and the “flushing under pressure”, it is clear that these approaches suffer of
problems related the heavy solid concentrations. Flushing is therefore limited and, in some cases, rarely used in the management of dams in the Mediterranean area and semiarid climate because of the reduced water availability.
French and Swiss experiences have showed how difficult could be the control of the
sediment concentration during the flushing operation. In fact the average sediment
concentrations level verified, more than 5 g•l-1, could be dangerous for the ecosystem.
Among the Italian experiences of desiltation with flushing, the most interesting was related to the Pontecosi reservoir, even if the total sediment volume removed was very low (29,000 m3).
As far as the legislative standards are concerned, the best example was conducted on the Piaganini dam: the desilting operations have been performed by inserting some sections for chemical-physical treatment into the operation lines in order to reduce the sediment concentration in agreement with the law and to achieve the maximum moisture value for solid waste. Moreover, such technology is used in the presence of any substance that can cause the waste to be classified as “special”, however in this case, as for harbour desiltation, it is necessary to introduce a treatment line to clarify water. The limit of applicability of this technology is represented by the high cost of the treatment since, in that of the Piaganini reservoir the cost was equal to 15€/m3. It is important to specify that this treatment also involves a partial recovery of select sediment (gravel and sand) to be reused as aggregate production and that the transport cost is about 40% of the total value. Notwithstanding the high costs, the same activities are necessary, even to restore the efficiency of the bottom outlet,
bypass, etc. Anyway a case a cost-benefit analysis must be performed in order to verify the cost-efficiency of this practice compared to Watersheds could be competitive: with these removal techniques.
Some studies (Balacco et al., 2003) put in evidence that many desiltation techniques to recover water resources are uneconomic: the recovered water capacity, in fact, will be lost again after the following filling up phenomena, therefore the cost of that recovered volume will be higher than 1,5 €/m3.
The short analysis reported suggests that a silted up reservoir and its rehabilitation are open problems, the complexity of which is related not only to the technical aspect but also to legislative restrictions.
The choice of strategy could be approached by two different stages: it is necessary to
improve the studies and to find approaches able to reduce the sediment contribution, but also the technical legislation have to look into the problem heaving more attention in order toestablish a real difference between these strategies and the general disposal operations.
