现在翻译一下中文意思：但仍然很难想象（如今仅仅是）几个石油公司的合并就能够再创出对于（市场）竞争的威慑力，这种威慑力可与曾在近一个世纪之前因美国的（加利福尼亚）标准石油公司的信誉（彻底）崩溃所引起的恐慌并驾齐驱。

我个人认为，这句话可以这样分开成简短句，
it is hard to imagine...
the merger (of a few oil firms today )could re-create the (same) threats
to competition {that were feared [nearly a century ago (in the U.S), when the Standard Oil trust was broken up]}.

首先，这句话是想表达，很难想象这样一件事会发生，这个“这样一件事”就是第一个that后面这个长句所表述的事情。
第二个that是在修饰the same threats 。
为什么不是competition呢，因为competition是名词对吧，它之前的to就表明它是从属于the same threats 。这个the same threats to competition字面意思是对竞争产生威胁（依据LZ的整句话以及个人对石油市场的理解，它所在的文章应该是想说这些小石油公司合并起来，以便产生垄断维持石油的高价，如果有市场竞争可能会造成低价，这些石油公司的利益会受到损害！）

其实第2个that之后那么长的句子都是在表述一件事情，来修饰这个threat，LZ可以看到句子中有same，既然如此后面的句子一定会有对比，否则哪来的same呢？
