国际金融危机对我市外贸企业的影响及应对措施分析

今年以来，全球贸易额不断萎缩，我国对外贸易额下降明显，我市也出现了进、出口双降的态势。针对严峻形势，国家和河北省出台了一系列促进外贸发展的政策和措施，从4月份的数据看，下降趋势有所减缓，但5月份又有所加大。为做好今后我市的进出口工作，市商务局紧密结合实际，做了大量走访调研工作，对全市进出口形势做了认真分析。
一、1-5月全市外贸进出口基本情况
今年1-5月份，我市对外贸易进出口总值为19.9亿美元，同比下降26.63%，与1-4月份相比，降幅增加了3.71%。其中出口完成16.1亿美元，同比下降25.7%，进口完成3.8亿美元，同比下降30.24%。从出口企业类型看：私营企业进口保持增长，其他类型企业进、出口继续下降；从出口商品看：裘皮服装成为出口亮点。1-5月，服装及衣着附件出口实现3.5亿美元，同比小幅增长4.08%。其中，裘皮服装出口实现187万美元，同比高幅增长1.7倍。医药产品出口实现3.1亿美元，同比增长8.05%。其他类商品出口均继续下降；从贸易类型看：加工贸易、一般贸易进出口双双下降。主要原因有：
（一）国际市场低迷，对主要市场出口继续减少。欧盟、美国、东盟、韩国、日本和俄罗斯，是我市的主要出口市场，年出口额占全市60%以上。这些国家经济进一步衰退，消费需求将进一步萎缩，必然会大幅减少外贸定单，从而导致我市的出口下降。今年1-5月，我市出口市场前五位依次是：欧盟、美国、东盟、俄罗斯、日本，出口额分别为4.1亿美元、3.2亿美元、1.3亿美元、8461万美元和8006万美元，同比分别下降19.48%、8.12%、31.96%、23.29%、12.02%。从我市商品出口的经历看，随着出口退税的调整，皮革服装会逐渐复苏，因此，俄罗斯市场出口还有潜力可挖，拉美洲和非洲市场有待于我市企业进一步开拓。
（二）国际市场需求减弱，我市大类商品出口下降。近年来，机电产品、钢材、抗菌素、纺织机织物、钢丝网（布）、阀门及零件，一直是我市的主要出口商品，出口相对稳定，但从1-5月出口情况看，开始出现大幅下降。如，机电产品出口同比下降35.85%，其中，金属制品出口同比下降29.58%，机电设备出口同比下降42.27%；钢材出口同比下降73.25%；纺织纱线、织物及制品出口同比下降16.33%；高新技术产品出口同比下降42.72%。
( 三 )国际环境恶化，企业经营困难加重。一是合同违约、毁约现象增多。如鹿泉市一家小型电冰箱企业，产品主要出口美国市场，自去年8月份以来不仅没有新订单，之前签订的订单也出现部分退单现象，企业只好面向国内市场，小批量生产其它产品。二是汇率风险和延期付款问题突出。世界主要货币兑换美元大幅贬值，造成进口国货币对人民币的大幅贬值，抬高了进口我国产品的价格，给出口带来了困难，严重挤压了企业的利润空间。海外应收货款的风险增加，出口企业面临着日趋严重的履约风险和收汇风险。人民币持续升值，多数出口企业难以把握，美元收（结）汇损失较大。一些企业改用欧元结算后，结果欧元暴跌，损失更为惨重。据对参与调查的50家企业统计显示，有40家企业遇到了汇率风险。客户延期付款问题也比较突出。部分企业为了货款安全，宁可放弃订单。如我市新乐市一家假发制品企业，产品主要出口非洲，由于延期付款和兑付不了美元，致使近600万元人民币无法回笼，出现流动资金困难，严重影响企业扩大出口。三是个别企业出现停工停产现象。国际市场需求趋缓，订单大幅减少，外贸生产企业停工停产现象开始增多。有的企业不仅出现停产，而且因退货还造成部分商品积压。如辛集市皮革出口企业，多数处于半停产状态，生产能力过剩。
（四）产品结构不合理，国际市场占有率不高。从我市出口商品构成看，1-5月，除服装及衣着附件、医药产品出口增长外，其余大类商品出口均呈下降趋势，主要原因还是结构性问题：一是产品缺乏自有品牌。由于我市大多数出口企业核心技术和研发能力不足，出口产品基本全部用于贴牌生产（使用消费国商标）。在参与调查的50家企业中，贴牌出口的有35家。二是初级产品多，附加值低。部分中小企业，生产工艺简单，劳动强度大，“两高一资”型居多，在国际市场生产链条中处于低端（零、部件加工），并且劳动成本大，产品价格低廉，利润一般仅在10%以内，应对国际市场价格变化能力较弱。三是缺乏国际认可的出口名牌产品和支柱产业。装备制造、纺织服装、生物制药等优势有待进一步挖掘。
（五）进口增长缓慢，拉动作用不明显。从2006年以来三年的进口情况看，总量不大，增长缓慢，对全市外贸整体拉动有限。由于受国际大环境的影响，今年1-5月，全市外贸进口同比下降30.24%。预计上半年，仍呈下降态势。
二、进出口存在的主要问题
（一）对欧美市场依赖程度高，受金融危机影响大。随着国际金融危机不利影响的不断扩大，致使发达国家经济持续低靡，国际市场需求进一步萎缩。由于我市对欧美市场依赖程度较高，受这些国家经济衰退的影响，造成我市企业的订单大幅减少，甚至没有订单。根据我们月初重点监测的50家企业情况看，有3家企业手中尚有未执行订单，共计5361万美元，有19家企业目前尚没有新的订单合同。
（二）缺少自有出口商品品牌，市场竞争能力弱。在我市众多的出口企业中，出口商品大多都是贴牌生产（使用消费国商标）。究其原因是我市出口企业多数为中小企业，自主创新和研发能力较弱，高科技、高附加值的出口产品比重小，大多为低端产品，加之出口产品中知名品牌少，产品缺少国际话语权，因此产品出口主要受控于国外客户。
（三）开拓国际市场意愿不强，外贸型人才相对缺乏。由于受金融危机的影响，主动到国外参展、考察的企业逐渐减少，就连国内最火爆的华东商品交易会、广交会，企业参会的积极性也不高。特别是有的企业看到参展成果不大，信心受到打击。有的企业由于资金紧张，不愿意浪费有限的财力。此外，我市外贸企业多数规模较小，外贸型人才相对缺乏，一方面人才不愿去，另一方面即使有高端人才也难以长期留住，企业人才短缺现象比较普遍。
（四）企业融资困难，丧失对外贸易机会。多数中小企业反映，融资难的问题较为突出，资金短缺是制约外贸企业发展的瓶颈。目前，国家虽实施了宽松的货币政策，但对于大多数中小外贸企业，贷款仍然很困难，往往导致贸易机会的丧失。
三、下一步应采取的措施
（一）巩固欧美市场，积极开拓新兴国际市场。针对我市外贸出口对欧美依赖性较高、受影响较大的现实情况，一要加大开拓欧美以外国际市场的力度。近年来，我市对印度、巴西、澳大利亚等新兴市场的开拓取得了可喜成效，应加以巩固，同时我市许多企业在非洲建立了办事机构，发展势头良好。二要大力组织企业参加境外展会和广交会、华交会、网交会等国内展会，为中小企业开拓国际市场创造条件。三要加快“走出去”步伐，引导我市纺织、皮革、铸造等劳动密集型行业，积极发展境外加工项目，进而带动设备、原料、劳务用工以及技术的出口。四要发挥我市制造业优势，引导加工装配型企业“走出去”，实现对发展中国家和地区的“产业梯度转移”，努力减轻国内就业和节能减排压力。
（二）积极有效地使用国际金融工具，合理规避外贸风险。金融危机导致一些国外金融机构倒闭或被收购接管，部分国家或地区信用恶化和萎缩，进出口贸易的履约风险和结算风险进一步增大，加上各国货币的贬值，使出口企业结算利润直接被吞噬，同时国际原材料价格的大幅波动，进一步加剧了企业出口收汇风险。因此，面对起伏不定的汇率风险，我市外贸企业除要求客户共担成本、调整产品结构外，还应根据自身业务特点，结合对汇率走势的判断，灵活掌握、运用多种金融避险工具，采用远期结售汇、外汇掉期等金融工具锁定汇率，进行货币保值增值，并积极运用出口信用保险等避险工具保障出口收汇安全。
（三）大力扶持优势产业出口，培育出口增长点。针对出口行业承受的风险与压力，以及国际经济形势发生的变化，国家已四次上调了部分纺织品、服装、玩具、家具和高附加值机电产品出口退税率。同时，国家还将进一步采取措施支持优势企业和产品出口，增加国内需要的产品进口，鼓励金融机构增加对中小企业贷款，拓宽中小企业直接融资渠道。我市纺织服装出口企业要充分利用国家产业政策调整的有利时机，加快现有设备技术的更新换代，重点扶持一批纺织服装业的骨干出口企业，扩大规模，形成集聚效应。
（四）认清国家贸易政策调整趋势，引导企业调整产品结构。一要正确认识国家政策调整的趋势，减少“两高一资”商品出口，平衡贸易顺差，减少贸易摩擦，以实现我国整个外贸产业结构的改变。二要加快我市进出口产业结构调整步伐，鼓励和支持企业尽快实现产品的高新化、品牌化，进一步发展加工贸易，缓解出口退税率带来的压力。三要积极引导企业加强产品竞价的核算。为了增强出口产品的价格竞争力，不少企业把出口退税部分计入利润再对产品进行定价。从当前形势来看，企业应该及时加强出口产品竞价的核算，充分考虑出口退税调整的影响，长期来看，要树立不依赖出口退税创利润的观念。四要加强企业内部管理，加快产品技术改造，降低产品成本。只有加大研发能力，提高产品技术水平和档次，增强企业竞争力才是外贸企业的长远之路。五是努力避免同类出口企业、商品打价格战。同类产品占领国际市场不能单纯依赖价格竞争力，要比信誉、比服务、比技术水平，只有这样企业才能在国际市场上立于不败之地。
（五）积极调整对外出口贸易方式，增强抗风险能力。目前我市的加工贸易出口额只占全部出口额的10%左右，而国内加工贸易比例在50%左右，南方的省市比例在70%以上，说明我市加工贸易潜力巨大。要力争使从国内采购原材料改为来料加工或进料加工，利用来料加工贸易的保税政策和进料加工贸易税收的免、抵、退政策，合理规避调整出口成本上升的不利影响。同时加工贸易还会降低因汇率变化带来的汇兑风险和损失。
（六）尽快制定鼓励外贸发展的相关政策。建议市政府借鉴青岛、承德和唐山等市的做法，结合我市的实际情况，由市政府出台相关扶持政策，支持我市外贸企业加快发展。同时，要认真研究，用好、用活、用足国家出台的一系列刺激经济的政策，加强与海关、商检、国税、外管、工商、金融等部门的协调，共同加大对这些政策措施的宣传力度，认真贯彻执行国家各项减税退税计划，并及时予以兑现，引导更多企业充分利用这些扶持政策，缓解企业运营的资金困难。

As it's known to us all,nowadays many companies only keep an eye on educational certificates when choosing their employees .That is to say ,they sufficiently believe that applicants' abilities only revevant to their diplomas,which caused widely confusion.
First of all,wo should not deny that good universities can bring up qualified employees,because they have more opportunities to get access to some top equipments that allows them to do the practise
which may not be possible in the general colleges.This's just a comparision between top university and normal ones,not to metion the gap betwween educated ones and the drop-outs.
But when taking people's experience into account,wo can see the drawback of this way.A lot of student with only poor college diplomas or even lower do things more skilled .The same case may also happend when it comes ti communication.

More cars, less speed. Secondly, the pollution problem caused by the vehicle exhaust will continue to annoy the citizens. We still have a long way to go to achieve low-carbon life. Last but not least, considering from the living standard of the citizens, we should encourage people to use the green vehicle such as bicycle more often. Only with the joint efforts, can we achieve the goal of green city and health lifestyle.
