当sb/sth与to后面的谓语动词之间是被动关系，用 it's necessary for sb/sth to be done 这个句型。
举例说明，如下：
1、it's necessary for Tom to go to school. Tom与go之间是主动关系。
2、it's necessary for the flowers to be watered. flowers是花，与water浇水这个谓语动词之间是被动关系，因为花不会自己浇水，只能是被浇水。
